California’s NEM 3.0 policy took effect April 14, 2023 and changed how new solar customers earn credits for excess energy sent to the grid. Export credit rates dropped by approximately 75% compared to NEM 2.0, which significantly extended the payback period for solar-only systems.

The solution is battery storage. LADWP’s time-of-use rate structure charges more for electricity during peak evening hours. A battery charges on your solar production during the day, then discharges in the evening, so instead of selling power back at a steep discount, you’re offsetting the most expensive electricity you’d otherwise buy. Battery storage is now standard practice for LA solar installations. It maintains power during grid outages and lets you use stored energy during peak evening hours when LADWP rates are highest, which is exactly how you protect your ROI under NEM 3.0.
